The scene in Mandalay had been chaotic for days. On nearly every vertical surface, posters had appeared with slogans like "Fight on for your King! Fight on for your country!" and "The futures of Burma's children are in your hands!". These joined posters proclaiming where all able bodied men should assemble in each neighborhood, etc.

Unlike in Rangoon though, where most able bodied men were being ushered into induction centers and were being given basic military training, in Mandalay the focus was more mundane. One of the most common posters read:

Prince Ka Naung, dressed in the uniform of a Burmese general, looked at one of the posters in the street with amusement. The blank was supposed to be filled in with the location of the local assembly point, but this and many more he'd seen lacked that information. His aid noticed the quizical look on his face. "I'm sorry sir, most that have been tacking up the notices can't read, so they didn't realize that information needed to be filled in. I've had teams going around fixing that, but thus far it hasn't seemed to be a problem. The word seems to be getting around by mouth well enough."

Ka Naung continued on his way to the east side of Mandalay to survey the works that were beginning to take shape. "As you can see, sir, we've heeded the advice from the engineers, and have dug into the ground only where necessary to effect drainage, and at the high points. Instead, we've put all to work building these sandbag walls." He pointed off to the distance, where one such wall was already nearly complete, 400 meters long, and nearly a meter tall, built out of stacked sandbags.

As they progressed along the course of the emplacement, they came across a number of wagons, all filled with burlap sacks.

"And the sacks, how is production of those holding up?" the Prince asked.

"Sir, nearly every woman and girl in Rangoon, and many here in Mandalay are working around the clock to weave and sew sacks. So far, production seems to be keeping up. A boatload just arrived from Rangoon, in fact."

"Good, good. And food?"

"The rice stockpile in Mandalay is slowly filling up. We've been trying to keep the workers here on full rations as well."

"What of the chain?"

"Sir, the great chain across the Irrawaddy should be completed today or tomorrow. As you know, we've had some difficulty with the current. Once in place, it can be lowered when needed to allow our shipping to pass, but can also be fixed permanently to the shore on both sides thanks to  rather substantial anchoring structures the engineers have constructed on both banks. As ordered, each end is being protected by a company of the best of the King's Guards."

"Artillery?"

"Being emplaced according to the plan. The engineers have layed out where the plank roads will go for supplying and moving the guns. We don't have enough guns though, of course."

"Yes, I know. Moving guns and crews up from Rangoon will be difficult. We just don't have enough boats, and we don't want to weaken the defenses there. I'm afraid we'll have to make do with what we have now, at least until we can secure more equipment from our foreign friends."

The Iberian Empire upon receipt of the Manifesto of the Reformist Republic of China considers it a direct threat to its sovereign territory, the State of the Philippines.  As such from this moment hence there is a state of war between the Iberian Empire and the Reformist Republic of China.

The clarification...

ASIA - Chinese Asia stretches from Siberia to China to Southeast Asia.

Westerners - Nations in Europe, does not include nations in the Americas or Russia or etc.

Philippines, Oceania, Islands of Southeast Asia, etc. are NOT considered part of Asia. What I meant was that Europeans should not be trying to expand themselves on too much. Basically you are threatening my borders with your militant actions against the Republic of China.

@ Sachmle, you're assuming wrong. Westerners only includes Europeans. Therefore you might want to reconsider your move.

@Rocky, Like IRL China, I'm getting pissed at all the Western influence. This time though, China isn't so weak. Hey, it happens when you arm an enemy nation, especially since the Burmese have no chance of winning, just generally pissing someone of for nothing.

Please understand, let us say it like this. Suppose there were a foreign rival or almost equal strength who suddenly implanted themselves on your borders and have made active attempts to transport troops or support rebellions in your area. Would your honorable rulers not be displeased and furious with them? Would not your leaders also want no more expansion and active aggression from the rival nation? Understand that Chinese-Asia is our homeland and that our leaders too, can not stand by and watch as we watch your nations trample into our backyard in hopes to gain control over it. We only wish that your nations stay out of our affairs. Do not do upon another as you do not wish to be done to yourself.


Telegram to the Republic of Gran Colombia

Our nation, honoring your nation's sovereignty have chosen not to invade upon to your home soil, South America. Despite terrible happenings in MesoAmerica, the Republic of China did not involve itself. Matters of the homeland are private. Yea it seems that you do not understand this silent agreement. Although we have not involved ourselves in your homeland and caused trouble our your own soil, for some reason Gran Colombia sees fit to thrust itself into our home soil and interfere with our personal problems. It even sees fit to declare war upon our nation. If you are truly sure about this, there is nothing we can say or do to change your mind. However, we can only hope that you will realize your mistake and that we will be able to end this pointless conflict quickly and bloodlessly.

If you call you the remains of your imperialistic age a sovereign nation, you would do wisely to consider the will of your people. Do your people in the Philippines wish to go to war? Your nation has only interfered with ours from the start. In our home conflicts you approached us with the facade to meditate peace, however all the while you supply the Burmese with weapons of war to be used against our nation. You have not made any serious attempt to negotiate peace, but rather simply proceed to interfere under the guise of investigations. You nation has operated in deceit, ready to arm whoever serves your own interests the best. Our nation has only declared war when there was ample reason to do so. Yet you seek to find some excuse to declare war on our nation. All for what? You merely wish that in some way you will be able to gain some land, able to carve up China. If this is the path you choose, so be it.

Should we be losing, we will fight to the last of our breath, to the last grain of rice, on the beaches, on the hills, in the cities, in the sea, in the air. No matter what  happens we will not give up. Unlike you who wishes to conquer China, so be it that we win, we will return your lost territory to you. We will not penalize you for your selfish mistakes. We will deal honorably to your kind. I am not sure we can say the same about what you will do.

Iberia as of this writing has provided no weapons or munitions of any kind to the Kingdom of Burma.  Because of the unyielding and unreasoning hostility shown by the Reformist Republic of China towards Burma Iberia has agreed to help Burma defend itself; and that may or may not included weapons and munitions.  In either event that is a matter between Burma and Iberia and NOT the RRC.  Now if the RRC believes that Burma is able to pose threat to it no matter how much aid of any kind given then the Iberian government will add derranged to the list of verbs its using to describe the RRC. 

The simple facts of the matter are that the RRC has from the start reacted all out of proportion and has refused at every step any effort to reach a compromise.  This is in stark contrast to the Burmese government's actions and tone with respect to this crisis.   The view reached by the Iberian government is that the RRC is embarking on a war of conquest as shown by its diplomatic correspondences, which the Iberian government now publishes for the world to view (up thread is released and is now IC), and its rhetoric from the manifesto of July 21st.  Also that the RRC thirst for conquest will not end with Burma and sooner or later this thirst will seek out the Philippines.  So if Iberia is an enemy of the RRC then the RRC has to look no further than its own aggressive actions and thoughtless words for the reason why.   

As to the Philippines it is an integral part of the state known as Imperio Iberico.  Within that frame work the Philippines enjoys a great deal of autonomy with respect to local affairs as a one of Iberia's Comunidad Autónoma.   The Empire is dived up into several Comunidad Autónoma of which the Philippines are one.  As a Comunidad Autónoma the Philippines is entitled to a provincial parliament and the membership of its lower house is selected by direct universal male suffrage.  Also the subjects of the Philippines are able to vote for members in the national parliament in Madrid, the Cortes Generales.  The Philippines provincial parliament is free to enact any legislation it chooses as long as it doesn't conflict with authority of Imperial Government.  If the people of the Philippines disagree with the actions of the national government the can voice that displeasure through their elected representatives.  The wishes of the people of the Philippines are well looked after. 

The people of the Philippines have as shown many rights; among those rights is the right to expect that their government and monarch will defend them when an aggressive war mongering state threatens their safety. 

The Iberian Governement states now that it does not wish for one square inch of the territory of the RRC and that even now the RRC can end this war at any time it wishes.  All the RRC has to do is renouce all claims on the territory of Burma and the territory of any other state and return its military to peace time standing.

OOC: If I could just phase it in any way I wanted to and not have to fear diplomatic repercussions my nation would probably be saying F*** you. Perfectly reflects what they think of your offers and words. Unfortunately I can't very well do that so I'll just ignore you. Starts 'Operation Ignore The Iberians'.

Oh and smaller nations can harm larger nations. Not even all the resources in the world can defeat a small group of highly organized, well-trained, well-armed, and highly efficient soldiers if the small group has excellent leadership and the larger nation has shabby leadership.

And, I was waiting for the peace talks to play out, you never investigated who caused the attacks. You simply started supplies the Burmese with aid in your RP.

I understand that.  I played India in Wesworld the same way - and got much the same reaction when I did stuff.  It must be something in European water.
