Once an 8 strong class meant to support night assaults with 64 TBs, or launched behind the battle line to attack during a battle;  now a class of 1, frequently used for Ferry or Light Tender services.

In the tradition of HMS Vulcan, this is a Torpedo Boat Carrier named after the 7 headed serpent of Sumerian Legend.

Armed like an early armored cruiser, armored against HE rounds, and faster than most larger ships (historically that is), these were expected to be able to successfully fend off protected cruisers or hurt armored cruisers that caught them.

However the primary role was to convey TB squadrons to new locations. Either for patrol purposes, or to conduct a moonlight raid on opposing shipping lanes, the sudden appearance of torpedo boats was expected to cause problems. Likewise, it was envisioned these vessels could accompany the battle fleet, launch the torpedo boats from behind the battleline, and force the opposing fleet to choose between deploying torpedo nets and slowing- thus giving the Parthians a critical chance to cross the T, or taking evasive maneuvers and disrupting the formation, again allowing the Parthians to concentrate.

Royal Nissean XII  1929 AA Refit

Having tried two variations of the three-gun mount & hoist, neither are satisfactory.
So the Parthians have reworked with just two-gun 180 M&H with powered assists & ramming to maintain ROF

The reversion to casements is not viewed as a problem, Torpedo attack is difficult in high seas, both because the TBs are slowed, and because the torpedoes tend to breach the wave troughs.
                 
The belt is facehardened 125mm, outsloped 15 degrees
and capped by the armor deck at +1.7m
The belt descends to -1.7m below water, for a total height of 3.4m.

3.4m/cos(15) = 3.519 = 3.52m

The Parthians expect floatplanes to taxi up to the fantail, so aircraft handling facilities are placed on the stern.

Conceptually there will be an outer shell of scouting cruisers,
which can 'fall back' on the Armored Cruisers. Those have the flight deck cruisers along.

Behind, close screening the fleet will be the destroyers and sentry cruisers,
with the battleline followed by fighter carriers and a handful of cruisers.

It is too expensive to provide scout carriers and they are too vulnerable.
So the concept of IJN Tone is borrowed, with a A/B and P/Q gun arrangement,
but an aft seaplane handling area for both scouts and fighters (to disrupt attackers).

Intended to provide a cruiser with a decent "punch"
of fast rotating 180mm guns, but high speed and range..
while also providing that fleet scout role.

The seaplane facilities results in guns in "A/B" and "P/Q"  amidships but a aft deck and stern cleared for aircraft handling ala Tone

This is modeled by a long foredeck covering 20+40=60% of the ship,
