Rohan will take a volunteery reduced population upgrade of 1.38888888% to a round 73 total.  I know that reduces the possible upgrade to 73.44, but 2% isn't always needed.  Next time I'll take a slightly over figure (if it is 2% again, and make it 74.5 (rather than either 74.46 next time or 74.9 if I did 2% each time).  Rohan's population total has been a source of contention before, so I'll back it off a little here and there while still growing.
