ooc  : Can't figure out why Bavaria would bother to declare anything. Not a signatory to Den Hague, and  New Swiss and New Zion shipping are hardly going to be steaming up the Adriatic to Trieste anyhow.  However, all arms exports to those nations will run into sudden and severe paperwork issues
