Looking at the HY1, 1912 turn sheet,

Jefgte started the 1910 Artillery in 1910, in HY1 1912 he was at 5/6

Research started on the 15"/42, it looks like HY2, 1911.

The 14.01-16"/40.1-45  is the 1910 tech.
Until you finish the 1910 tech, you may not start gun research for it.

The 15/42 is under the 1910 tech, which is not done, so that gun can not be researched until 1913.
Research takes 4 HY, and so the gun can be used HY 1, 1915.


Gun Research :


Jefgte is paying a great deal extra for his gun research,  charging himself $6, instead of letting the spreadsheet calculate it.
Honest mistake, that would be the cost of Tech research, but this is gun research and cheaper.

Jefgte, you have your 76mm and the 381mm  in the wrong places.
The 381 should be where you have the 76mm spot.

if you type 381 below "Gun Bore >210.00" in cell C34, you will see the total cost is only $2,  not $6.   
You will have to copy the formula from C34 to C33, and E43 to E42 and E41

The International Expert Office "Kaiser & Snip" has expressed reservations about the realization in 1913 of the double turret of 381/42 and the laid down of the 29300t battleships of the Imperator class. Technology is not mature. Consequently, the Byzantine Admiralty decided to postpone the placing of these ships to 1915.

2 battleships were nevertheless planned in 1913.
Instead, 2 other 26000t battleships of the Ramses II class could be built with more modern lighter machinery and greater autonomy.

Practical considerations.
27mm armored bulkhead - compared to the historical range, on the lower end of the range.
1.24m wide TDS - As a engineering matter, your Naval Design staff will say this should be doubled, or more.

Information:
Underwater tubes : after about 20knots, not practical to use.  The ship can slow from 21knts to 20knts easily enough, so workable here.

This heavy scout cruiser is not a good choice, old T2x234 could be used on colonial cruisers.
Finaly, the last 6000t SC4 class is update with the classic Byzantine 6x191 + 6x120 vs destroyers, better armor, 27kts to screen battleships & long range.

More economical: 21.260$ & BP for 4 cruisers.
