Sultaniye Class Yacht

The Sultan's royal yacht, which is rigged for sailing whenever the Sultan isn't in the mood for coal smoke.

The remaining miscellaneous weight above water and on deck would be assigned to accommodation/recreation/working space for the Sultan's immediate retinue, while the below-water cargo would be stuff like the sultan's baggage train and maybe his private motorcade or something.

The four guns are saluting mounts rather than combat pieces.
