Correct.  The USN buys all of it's ships from private yards, but it has 2 docks to repair some of it's ships (right now, the relatively new Pacific fleet will need to be maintained in a private drydock, because the USN has no Pacific drydocks).

So there must be an increased cost for ships bought in private yards.  Whats the cost increase? 25%?

Ships built in private yards cost 1.5X as much in $ (same cost as normal in BP), and the first ship of an identical series takes 25% longer to build.

Thank you.  Can ships be built in foreign yards for the same penalty, but utilizing the technology available in the foreign country?  With the express permission of the host country, of course.

Sorry, I disagree.
If we have shipyards in the rules, we must use them to have a Navy.

=> State shipyards are for the warships
=> Private shipyards are for commerce fleet.

Historically, however, this is exactly what the USN did at this period.  All the new ships were built in private yards, with some maintaining being done in government docks.  The government added some production capability over time, but most warships would continue to be produced in private yards to this day (aircraft carriers are the exception, they're produced in government shipyards).


In-sim, which works better for you will depend on your production expectations: if you're going to keep the shipyards busy, it makes sense to invest in government yards to avoid the private yard penalties.  If you are not going to be keeping the shipyards busy, then private yards can be cheaper.  Either way, commercial yards offer surge capacity, for domestic or foreign production, that a government-only system doesn't.

Who has the largest private shipbuilding capacity in the world at this point? OTL that is.  And possibly even the largest public sector shipbuilding capacity too....
