Who has the largest private shipbuilding capacity in the world at this point? OTL that is.  And possibly even the largest public sector shipbuilding capacity too....

GB, in OTL, certainly.

I was always considering my new GB to be a net exporter of capital warships anyways.... at least in theory... we'll see if anyone wants to buy from English yards or not.

A minor change: I realized that period coast guns will not be able to close the mouth of Chesapeake Bay, so the previous layout of coast defences left Washington DC open to attack by some dastard steaming up the Potomac.  :)
