Just a general thought to put out for contemplation:

Each half-year, when I advise the mods of the R&D dice rolls they need to make, I also advise them of all the wacky secret things I'm doing at the time.  This includes what my naval and army intelligence people are doing, what Black Ops stuff I'm doing, and whatever else may arise in a particular half-year.  This year, for example, the Mods (or at least some of them...) are aware of the nature and springsharp for the three freighters I've converted to "Miscellaneous Vessels".

I do this for three reasons:  it means I can potentially actively benefit from those activities, it covers my ass if a future dispute arises - and it allows the moderators to share this knowledge with anybody who's successfully spying on me (or just gets lucky).

So my view - and I'm curious to see if you share it - is that the Mods must be advised of all secrets your nation is actively working on.  If the Mods don't know about it, it doesn't exist.

I fully agree.
At least one mod has to know, just as insurance that no one comes up with the 'but it was secret' excuse.
