A possible starting setup for Russia.  Note that Russia is still somewhat abiding by the provisions of the Treaty of Paris that ended the Crimean War: the naval bases at Sevastopol and Rostov-on-Don are disarmed and do not support a permanent squadron (a detached squadron from the Mediterranean Squadron is often sent to the Black Sea, however).
