Since there's a bit of it going on these days, allow me to recap:

Reporting General Activities

The preferred procedure for espionage activities is for a player to provide a brief summary of his activities to the Moderators each turn.  Ideally, this would be tacked on to the R&D roll requests so it's all in one place. 

You would say something along the lines of, "I have a dollar each in army and navy intel, and a dollar in Black Ops.  My army and navy intel is keeping an eye on my usual rivals - X, Y, and Z.  My Black Ops guys are watching for internal espionage attempts by X, Y, and Z, and they're mounting a little operation to see if they can lure somebody over from W."

This helps us Mods gauge the likelihood of your spooks finding out about and foiling the work of other people's spooks.

In the absence of such information, the Mods generally assume your spooks are being passive - watching, but not doing.

Carrying Out Stunts

Launching an operation against another player is entirely legitimate and allowed, whether the other player likes it or not. 

It will require some funding - a fraction of a dollar is appropriate for a honeytrap or simple defection; a dollar or more may be necessary to funnel significant volumes of arms.

It is preferred that you approach the Mods to outline your proposed operation before you implement it.  We may have to consider the practicalities of it, and we'll need a bit of lead time to consider whether or not the target power will have a chance to foil your scheme.

In the end, several things will converge to determine whether or not you succeed:  Was the idea practical or outlandish?  Is the target an easy mark or a tough challenge?  Did you spend appropriate amounts of funding?  Was the other guy watching for your spies specifically?  Are you getting a bonus of some sort because of the way you're writing it out?

This is something you will need Mod confirmation of - before you post the intended denouement of the tale.
