As for chemical weapons, I think they should cost and be treated as any other form of artillery ammunition. Projectors and canisters for cloud attacks was pretty cheap in the great scheme of things, so I do not think it really is any point in differencating them from other ammo.
C-weapons are really no different from any other specialised weaponry tailor to a specific situation.
