Not really, as there are no player nations around there, nor anyone with major bases or posession either.

My opinion it is better (as in more fun) to fill out regions that have viable playing nations thaen adding countries in far of corners of the earth.

Probably just a matter of asking the mods. 

Is it against the rules to attack NPC?

I think it's allowed, but not strongly encouraged.  You'd probably want to relay the scenario to the mods for their thoughts.

It have never been an issue, so there are no rules or etiquette on that.
My own thoughts on the matter is that it is fine as long as players (both the player making the switch, and others) remeber that they are a new country and start anew on relations and aims.

It could rapidly affect other players by increasing resources and getting a better strategic position
