I guess the MK is neutral towards Bavaria until we know how they stand as in regards to the New Switzerland's Demonspawn From Hell.

(Which gives you a clue as to how the Chinese would regard any friendly overtures of your country to the New Swiss... ;D)

I think we can sum it up like this: Getting friendly with the Swiss means getting hostile with almost all European countries expect Iberia.

That might explain why he's planning for a large army.

Only if Bavaria really screws up its diplomacy.

I suppose Rohan is neutral to Bavaria as well.  Rohan does have dealing with Austria (and France) from time to time, but generally stays out of European matters unless they effect the New World.  The Pacific is more a concern for Rohan since most of its coastline borders that ocean than the smaller piece that borders the Caribbean Sea.
