A suggestion to a more resonable mine tech tree, as the pressent one for the most part is 30-40 years ahead of it times. The first pressure mines became operational around 1943, not 1903, and mobile mines were post ww2.

Mine Warfare
1890: long stick and Very Slow Forward. Hand detonated mines
1900 Baseline (0): primitive paravanes and dragged booms behind small vessels.
Horn mines.
1908: Advanced (+1): advanced paravanes, active charges. Reliable horn mines, early antenna mines.
1918: Reliable antenna mines.
1922: Unreliable magnetic mines & countermessures.

Old tree:

1920: active searching unmanned anti mineweapons. Mobile mines.

I'd extend the later dates a bit more. 1918 -> 1922, 1922 -> 1930.

And to clarify the minefield issue. From next half year, everyone defines the extent of the minefields - in square nm and number of mines laid down.

1 mine is taken as 1t.
1000 mine cost $0.2 and 0.2BP - like ammo for land units.

Every nation has ~10000 mines in stock. Save the currently warring ones.

Oh bloody hell! Another thing to consider  :-\

Remind me next time to join a war, not start one. There's just too many things going on for one person. In that area my enemies have a considerable advantage.

That does unfortunately not solve one of the main issues, the use of cutting edge mid-forties technology in 1908, the pressure mine.

So....I'd say the DKB has probably laid only about 2,000 mines so far - losing both dedicated minelayers put a crimp in their useage...

Hm, considering I have used pretty much anything that floats to put down the sound blocks, and then my minelayers have done a number of runs, around 15k mines should have been laid by the Netherlands so far.

Let's see...around 2K for NS, most of my minefields where laid pre war.

One thing I don't understand is how ships with Baseline Paravanes have been able to sweep Advanced Mines succesfully.
