While the concept of a 50,000 ton cruiser is amusing I would really hope that practical warships would be the goal.

Now, just because cruisers get the 0.9 at <6000 doesn't mean Laksmanavati couldn't choose 9000t cruisers with 14x MH1x160 that met their design goals.
The Parthians built a pair of larger (7500?) cruisers in 1911 because I wanted the range/speed and it didn't fit in a smaller hull.

But the idea was there would be one design for that type of warship for that time period. 
So the 1916 class is laid down in 1916, and again in 1917, 1918, 1919. 
Then the same hull could be continued with new engines/guns in 1920 if desired, or a completely new design brought in.

The Pre/Post 1912 jump to needing to patrol/defend overseas territories would be a good place to change designs.

From my perspective large classes with the same gun/armor designs are so much easier in the battles. These little 2-3 ship classes complicate things.

Granted, there might be 2 cruiser types for different missions, or a 'ocean' vs 'coastal' destroyer.

Not so easy to detect.
Supply ships arrive several times a year in all the colonies. It will be continuity. The only strange fact will be the number of supply tankers which will increase from time to time to 2 or 3.
=> The troop transports are for the (false) relief of the garrisons.

This is why for 'intelligence information', I use contested rolls between the positions for wars.
Keeping movements secret is possible, but difficult, especially when suspicious neighbors watch each other.
So it gets turned over to the Dice.
Just like in the Mayan war and it's predecessors.

The Lakers use Parthian?  Okay, what language is Parthian again?

Parthian is a form of old Persian. I borrow from that and Pahlavi - middle Persian.
But the Laksmanavati folks would just speak Bengali - a distant relation. Or possibly Sanskrit- also related.

Theoretically, Rajasthan is likely to speak a variant of Parthian, as house Suren ruled there as the Indo-Parthians and there's been persistent commerce and exchange.
Oddly Ceylon speaks a cousin to Persian.

The Deccans would speak something else entirely.

On the related topic of NPC relations :

NPCs are presumed to be following a very limited interaction with the outside world.
Storyline type fodder within reason is available, anything formal is governed by the Player Councils and subject to mod review.
The Golden Horde is the exception. A large militarized state with lots of manpower akin to a more competent Stalanist Russia, but focused on internal power struggles unless someone gets their attention.

They are presumed to conduct tightly controlled trade with the globe through one or more designated ports/Border Crossings Generally a high tariff should be presumed.
They take the classic mercantilist approach with their overseas territories, in that they are only allowed to freely trade with the homeland, not directly with other nations.
Presumably there is some illicit trade with high rates by tramp steamers/schooners.

In the case of Rajasthan, Laksmanavati and Decca :

One can presume they are not friends. They have a history of fighting each other.


Rajasthan :
Rajasthan history... Conceptually, their dynasty traces it's roots to the Raputs and the Kingdom of Mewar.
In OTL The Raputs (according to wiki) appear in the 7c and then fought the Arab invaders. Modern scholars think these were locals, prior to that, some thought they were a fusion of the white huns and local families.

In Navalism, history for that section of the world is different due to Parthia not being destroyed. So the prior theories are adopted and carried forward. The Hunnic aspects are replaced by the Parthians who ruled those areas, and so the Raputs become Parthian-Native fragments who fight on from across the border.
That is then the link to House Suren, who were rulers of the Parthian South East.
Further, House Suren is conjected to have had ties to the area of Rajasthan dating to the Indo-Scythian Kingdom @85BCE and Indo-Parthian Kingdom 19-226 CE.
Historically much of this was lost in the Parthian-Sassanian transition 226CE, but the Sassanians still claimed rule along the Indus river until they fell in 651CE to the Arabs.

So in the adaption of Navalism history, with the idea of the Current Navalism State assuming the history of the Historical states in that location...So in Navalism that splintering occurs in the Muslim invasions of 651CE...which is 7th Century, and when historically the Raputs arose..... so that fits for a link.
that all became a high degree of entanglement between Parthia and the area that is now Rajasthan, which means the rulers of the Parthian SE aka House Suren,
should have plenty of intermarriages with the Rajasthanis.

However, like most historical neighbors, the two countries skirmish and fight when they are not conducting limited trade. The Rajasthanis probably feel agrieved by the bigger Parthians.
But the border region is not a fun one to fight across, so it's fairly static.
Meanwhile the Parthians favor the nations that ALSO have a land border with Rajasthan, which leads to intermarriages and trade there as well.

Looking again at the map...
I thought that conquering Ethiopia would guarantee Byzantine much better protection in the Aden Gulf and the Red Sea (sometimes infected by pirates).
An assurance of outlets to the Indian Ocean and other Byzantine colonies.
A less risky adventure than Australian Laksmanavati conquest...

I suppose it could be but on the other hand, you'd be invading their homeland, which is probably much better defended than Australia.

And very canalized waters.  I'd think Ethiopia could wind up being harder.  Despite being closer to Byzantium.  Your edge over Rajasthan is that you have the fleet to do high seas, home protection, and interdiction.

Ethiopia is 12th in land, Byzantine is 9.

Eithopia has a strong navy of smaller ships,
which Byzantine matches with a large number of torpedo-boat type vessels.

The way Snip designed the points, one should consider that a land point is basically a static force, served by the base it is in.
When redeployed it takes a Half Year to come back up to full efficiency.
When in territory you do not control with an IC you need a Deployment point with it.

So the deployment point logically represents all the support troops, heavy art, recon, pioneers, comms troops.

When considering a player vs anyone conflict, the real evaluation of strength is
how many deployable troops on offense you have vs. their entire land point force.

As the Parthians, we'd love to see the Byzantines attack Ethiopia....

Actually the Parthian position on what to do if Byzantium is attacking an NPC is difficult to figure in most cases.
In Ethiopia's case it actually had a player briefly, and Anchorsteam and I arranged an african border
and talked Alliance...so the player council may be receptive to that idea if it is attacked.
