I took a similar route as the Norse.
Since the Iberians do not have as much Misc weight,
I made a sheet to figure out the lowest common denominator by type.
Some of the Iberian ships had AA-size guns which need to be swapped out

For Payment, I simply decided to repay the full Misc wt tonnage for the ship.
This would allow updates to torpedo loadouts, radios, etc.

Tigre has 12 x 89.9mm/50 unshielded already
This weighs 57 tons + 39 tons ammo.
The remaining available misc wt is 100t
So up to196 tons can be added

The new loadout is 177 tons.
New armanent is +23 tons over the old number

Three of the Cruiser classes already have 90mm guns,
so the AA refit replaces those with the newer 90mm
AND adds the bonus weapons below.

For the other cruisers the bonus weapons are the full loadout.
So the 90mm singles are superimposed over the main armament,
allowing both to fire on broadside....still not enough, but
allows engagement and disruption of high altitude bombers.

This costs 15 tons.
