The Toucan Class are not overly old, being a 12 year old design.  However, they are extremely outdated, with an armament of 10 x 100mm guns, no AA armament to speak of, a slow speed of 26.5kts, and relatively flimsy armor.  While replacing the armor is too much for a ship this size and capacity, the Toucan does have plenty of internal space once you replace the existing boilers with oil fired ones, bog standard in the 20s for new boilers.  This allows for a modest increase in speed to 28kts without even having the same weight in boilers and engines, and significantly reducing crew requirements.  Two small Coal boilers replace their larger siblings, allowing for some coastal cruising on coal power, with the larger banks of oil boilers able to more rapidly raise steam for emergencies.

The whole armament is removed and replaced with 8 deck mounted 130mm guns, reducing the guns per broadside to 5, but substantially improving shell performance and fire control effectiveness in both day and night engagements.  Lack of hoists will slow rate of fire in a long engagement, but it's considered sufficient for the ship's long-term task as a colonial station ship.  The 70mm secondary guns are replaced with an equal number of new 70mm AA guns, and the 8mm MGs are replaced with a battery of 20 of the 12mm MGs.  To give the venerable ship an anti-ship punch worthy of making other heavier cruisers shy away from an engagement in it's typical haunts of the littorals, the major refit includes adding four triple launchers for the new 21in heavyweight torpedo.

In keeping with the colonial station ship duties, accommodations are improved to allow for 40 Seal Warriors to be permanently billeted and use the typical ship's boats when needed.  Additionally the ship's medical facilities have been improved.  All of that is reclaimed from spaces that used to be stokers, as well as coal bunkers converted to oil bunkers, giving the vessel increased range at an increased cruising speed.

While it is an expensive refit at 1557 tons per ship, it makes the remaining cruisers of the RAN effective station and colonial units and equips them to function in colonial and independent functions for the next 10-15 years, considering the AA protection along with the guns, torpedoes, and engines.  Each ship will also be able to net 246 tons in salvage after wastage, bringing the total cost per ship to 1,311 tons over a half year of work.

If I had a bunch of them, I would use them for that role.  Unfortunately, I only have 2 of them.  With the existing update, they can be the local station cruiser, and 'flagship' for a colony like Angola or Zealand (where they'll probably end up).  The berthing spaces and expanded hospital spaces can be multipurpose, able to do disaster relief work, move diplomats, transport the Seal Warriors that handle keeping the peace in the region, or potentially have the extra bunks broken down in a couple of spaces allowing it to house a 20 man staff for an Commodore and some of the needed spaces.

The Contrapoint is the SC-1 class.  Earliest they could be rebuilt would be 1922.  But honestly, even with a rebuild, they're still merely adequate as a flotilla leader.  Their size allows for a more substantial AA suite, doubled torpedo loadout, and an extra gun or three over any currently possible 1922 DD type.  But even with the update, the ship is still a small protected cruiser with just splinter protection for the engines and modest protection for the guns and bridge.

Yeah.   I got done with the three twins design and realized it was basically free to add another twin.  It's not superfiring,  but does give her an 8 gun broadside.   Though this class is not the most stable gun platform.

Tac has had a computer issue.

The idea is the Parthians will build this for the Aztec.

This design was built for Wilno guns, but he will be shipping me Aztec guns to bolt onto it.
That's really just the free basic refit which you can do anyhow.

However, standard is you post the design before you put it in the turn,
So this can get posted, and if I have time Sunday, I can post HY1 1920 for Parthia.

After making changes to the original design to adapt it to changing conditions as well as being built in Parthian Docks but with Aztec Guns and some systems being shipped in (FC for the guns, comms, NF Devices, etc) I've ended up with a slightly heavier ship, but one with better defenses, better armor, and an extra airplane to give it 2 aircraft over a standard squadron in twin-engine seaplanes.

Well, the original had 100mm guns.  So just upping the guns to the 130mm standard was going to raise the weight.   Add one plane, add 10mm of armor, 600t increase.  But it's more survivable.   Faster cruise.  More sensible airgroup.

Well, I had looked at bringing its speed up.  But considering that my cruisers are all in the 30kt speed band, to get it to that speed would make it a relatively LARGE seaplane carrier.  And at least for now it has to be at cruise speed for launch and recovery of aircraft.  I envision a future refit that will replace the flying off platform with a pair of catapults for launching aircraft.  But as a seaplane carrier, it'll still have to slow down to pick up aircraft, so I couldn't justify a speed faster than the 'standard max' for my current battleline and fleet replenishment ships. 

It's my intention to shift this seaplane carrier over to the Pacific when it has been replaced by future designs, as there is this talk about having carriers with actual landing strips on the deck, madness.  For now, twin engine flying boats provide the range for solid scouting, and have a useful weapons load.
