Assuming nothing goes off the rails in 1917, this will be the state of Union IC construction at the end of that year.  Note that actual territorial holdings may not be as shown at that time - I'm using the end-of-1916 map as my background and adding my 1H17 expansion to that.

Orange denotes a completed IC.  Yellow denotes an IC in progress.

If the province contains a port symbol, the symbol is shaded.  If not, a colored square is used.  If you see a square and a port, that indicates the province has its maximum 2 IC - there are three such cases at this time.
