Parthia in 1910 does not yet have an organized air arm.
However there is an "Air Services Command" which has been formed to establish prizes for aircraft reaching different performance goals. This Air Services Command also evaluates international developments and has a budget to subsidize companies making aircraft.

Dirigibles currently have the most promise, and consideration is being given to fielding an Airborne Scouting Force.
Detractors point to the wide range of weather and daytime considerations, as well as limited range, as evidence of slim utility, but the Navy is keen on the idea, and hope dirigibles will be of great use in the Parthian (Arabian) Sea
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,

Did the pipes play the flowers of the forest
