Ruleset Revision comments

Ok, here is the revised rules as they stand right now. Please read through and comment here with any issues you have. Below are noted some areas that might be subject to change.

--The definition of a region might be tweaked due to how it interacts with the Non-Naval and Colonial aspects of the rules. These were written at two different times.
--Fire Control rules might see some addition or rewrite from the way they are currently written.
--Some various numbers here and there as they look funny.

Question -there are canal building rules included.

Suez was finished in 1869, but only 8m depth originally.  I know it was dredged out to 10m prior to WWII, haven't found a good source, though found another person stating that it was 8m in 1904 and
was finished in 1910 at 10m.
So, for the purposes of canal transit is Suez Canal
1) 8m and needs to be deepened to 10m
2) prior to 1910 is 8m, but at game start in 1910 it has just completed at 10m
3) doesn't exist
4) other.

Panama Canal was constructed 1904-1914.  Status in 1910?

Kiel Canal was operable in 1895, but smaller. It was widened 1907-1914.  Status in 1910?

Suez Canal: would depend on Jef.

Panama Canal: There is no US. If there is anything like a canal there that them savages would make, it would be something small to move canoes and small sailing vessels from one end to another. *adds longships to the naval plans*

Kiel Canal: I believe Darman was looking into that.

=> Suez is open to all country & all ships. Completly free & a non war zone.
