Comments :
1) for a short range vessel, 150 main battery rounds/ gun is quite a lot. In this era ~90-100 would be more normal.
2) The main battery on both this and the last one is is "2 x Single mounts on centreline, evenly spread", when you probably want twin mounts fore & aft.
3) it seems strange that the curved barbette armor would be 60mm thicker than the turret face-already weakened by the holes for the gun. More curiously, it is 80mm heavier than the belt armor. 
4) The 140 are presumably Quick fire, not breech loaded. The deck 140mm have heavy 45mm shields, while the casements have 145mm shields - but there is no upper belt armor, which means there's nothing to stop HE/SAP from going past the 145mm casement and blowing up next to it. I'd drop those to 45mm like the others, well actually I'd drop gunshields with no surrounding armor to 25mm.
5)These vessels fall under battleship architecture. They do not have the 1908 tech all or nothing armor yet, so I'm guessing the mods would require upper belts of some sort.
6) Box over machinery is a lovely way to protect the machinery. But you have something like 60tons of ammunition, probably in magazines on both sides of the big armored box around the magazine and very vulnerable to fire, red hot shell fragments, or blast effects from bursting shells. Curiously, you also have bow/stern armor, which would stop short of the box. I'd really advocate an armored deck .

I get that your trying to go small, heck I even approve of it, but you have to look at the long term utility of such ships.  when I the king of cram thinks a ship is proly to small, well ya might want to have another look at your idea.  Your Spain is basically in the same position that the OTL one was post Spanish American war.  Perhaps you would want something more like my Gen 2 Admiral class, sure its twice as big but it is more than twice as useful, and will maintain some utility for it's realistic lifetime.

I'm running into the problem myself, not so much with size but anticipating future utility.  Especially compared to the ships that other nations are currently laying down.  I also need to balance that with my budget, and potential threats.  For example, the evil United States wants to take over Canada, and they're being sneaky about it this time, those pesky yankees are stealing our foodstuffs!  Anyways, I digress.  You want a design that meets your minimum mission requirements but is competitive with designs by other nations that are currently being constructed or considered for construction.

So the Spain now is small country with imperial ambitions. I decided to restore fleet. But I have no budget for normal and large ships: neither for building no for Maintenance. That's why I build cutted ships.
In the long term tey will be good for guarding and defending seashore. They are in fact coastal guard warships. I'm not sure I'll build any of them in my owh shipyards at the nearest future, and reading answers in my news thread understand, that no one elve is not ready to build them for Spain.

Its more about the cost of producing warships.  Larger nations can sell excess BP for $1.25 per BP and they expend none of their own cash on the deal.  But to build a ship for another country they have to spend $1 of their own money per BP, and the perceived value of the BP is $1.25 each.  So minimum price for them to build a ship for you would be $2.25 per BP of ship.  It might even be $2.50 because making a ship to foreign specifications costs 25% more.

I'm not sure where you got $22.75 from.  But yes, I'd say that the minimum price would be about $16.25 per ship.  You could probably make an offer similar to the Brazilian offer where Brazil set their minimum requirements and set the price they were willing to pay.  So you could keep your current requirements and offer a price of $20 per vessel.  You'd get more people interested that way.

Ah, that's where the mistake was made.  the $16.25 figure should have been the total cost to build the vessel.  Then you add some money onto that as profit.
