Treaty of StoneTown
Signed between the Kingdom of Italy and the Sultanate of Zanzibar
1901

The Sultanate of Zanzibar hereby declares that it is the rightful successor of the Sultanate of Kilwa, and has valid claim to all territories formerly held by the Sultanate of Kilwa. The Sultanate of Zanzibar agrees to sell in perpetuity the territories of "Querimba" described as follows:

The Territory Querimba, is the region bordering Portuguese East Africa to the South, Extending west to the peaks of the mountains West of Lake Nyassa (Lake of Stars) such that the entire lake region is encompassed, then North to the tip of the lake, and a sliver of the southernmost holdings of Zanzibar, such that the basin of the Rovuma River falls within the new lands, while all lands and waters north of that watershed remain in the Sultanate's hands.   

The Kingdom of Italy, as recompense for this purchase, agrees to fully provision and equip and provide training for 2 Brigades, one of line infantry, one of line marines.  These shall be equipped and trained to the levels standard in the Italian army as of January 1, 1900. Additionally, one Armored Cruiser of the Marco Polo class shall be delivered into service with the Zanzibar navy and sufficient training in operation and maintenance given for the Zanzibar navy to independently operate said cruiser. Further, the Kingdom of Italy agrees to design and fund the equivalent of $1,000,000 English Pounds Sterling* worth of construction of modern infrastructure and factories in the Territory of Zanzibar, the construction to be completed within 6 calendar years

(*guessing this would be a more stable currency, and I can find costs of RN ships to figure 1 civ $ ~ 100k, so 1 IC = $10 civ = 1 mil. Between the IC, Cruiser, and 2 brigades, it's a hefty sum)

The Kingdom of Italy extends the following guarantees regarding the territories of Querimba :
-The borders of the territory shall be surveyed by nationals of a non-signatory nation.
-For the next five years, the Sultanate of Zanzibar shall provide guides, scouts, interpreters to assist the Italian efforts in Querimba. The Libaries of the Sultanate and it's prominent merchants shall be searched, and Copies of all maps, and notations regarding the territory shall be provided. Further, the Sultanate shall make porters available for hire.
-Within the Territory of  Querimba, Islam may be freely practiced.
-Within the Sultanate of Zanzibar, Christianity may be practiced, but not proselytized.
-Within the Territory of  Querimba, Zanzibar citizens shall enjoy all rights of Italian citizenship, save the right to vote.
-The Kingdom of Italy agrees to abolish all tariffs and duties normally assessed on foreign mercantile traffic, and treat Sultanate of Zanzibar vessels as if they were Italian, for a period of 10 years.
-The Sultanate of Zanzibar further accedes to the lease of space in anchorages it controls sufficient for warehouses and wharf access for Italian shipping.

The Sultanate of Zanzibar and the Kingdom of Italy further agree to the following provisions:

-Naval and Merchant vessels of the Sultanate of Zanzibar and the Kingdom of Italy may enjoy access to the African ports of both Soveriegn states as if they were national flag vessels of both parties.
-The Kingdom of Italy shall make no treaties or promises regarding the remaining lands of the Sultanate of Zanzibar. 
-The Kingdom of Italy may negotiate with any other Sovereign State on behalf of both parties, and submit the resulting treaties and promises to the Sultan of Zanzibar for binding approval.
-The Sultanate of Warsangli shall not conclude binding treaties or promises with any other Sovereign State, until the Kingdom of Italy has reviewed the final documents and concurred that their adoption will not be inimical to the interests of the Kingdom of Italy.
-In times in which one party is involved in a military conflict, the other party shall be strictly neutral, unless choosing to enter the conflict as an ally of the other signatory.
-This treaty is binding on each state's successors and assignees.
