Requirements 

Speed: 22.5 knots
Range: 4,000 nm @ 22.5 knots
Misc Weight: 5,000 tons (2,500 troops long term embarkment) + 625 tons (enough for 2,500 life boats / "landing craft") + 25 tons (long range wireless) + 100 tons of other fluff.  Grand total 5,570 misc tons.
L/B ratio: Up to 10:1

Fast, but it is the speed wiki gives for the OTL 1897 SS Kaiser Wilhelm der Grosse so it is not like it is unreasonably fast...

My attempt at simming that one and using mike's requirements. Not sure about the placement of the miscellaneous weights but it should be fairly easy to shift them around to get the proper amount of tonnage to the right positions. It should be noted that the crew and damage values still need to be corrected as per springstyle notes as well as some breakdown of the miscellaneous weights as a liner for 1st, 2nd and 3rd class passengers as well as cargo.

I agree that odds are she wouldn't need to be able to land all of the troops in one wave but I went f'it and did so anyways.  View it as an investment in life boats.

YUP, I would say anything to 23 knots is reasonable.  Note RMS Lusitania laid down in 1904 (w/ turbines granted) achieved a 26.5+ knot crossing.

Other than in war time these ships will function has high speed luxury liners on the North Atlantic run from Bremen / Hamburg to NYC.  In war time they would function either as troop ships or be fitted with deck guns and be used as auxiliary cruisers.

Odd thing is that the SS Deutschland is given a speed of 17.5 knots on its wiki page (though +22 on the other language pages) while it's eastbound crossing speed in 1901 was 23.51 knots. Shows you how reliable wiki can be. :)

1 - Date of the engines. I made that mistake myself and mixed things up (so it is a bit my fault). Depending on which tech you have available, it should either be the 1895 tech for 1900 engines or the 1902 tech for 1905 engines.

2 - Not sure about the breaks, especially the aft one. You might as well keep it a flush deck.

3 - What about the main and secondary guns? The way I see that is that they are manually trained enclosed turrets (without barbette) and with armor that thick it is quite heavy and it would be quite hard to turn them.
