Possible solution that benefits all: How about everyone get's granted one 'differentiating' tech accomplishment. It must be the next step up on the tech tree beside what everyone gets, and must have a year of 1905 or earlier. I'd take the 1900 mine warfare tech as mine.

Its a possible option. I would want to go farther and say that it must be a 1900 tech. There are 8 choices, so some room for differentiation. Going above 1900 opens up some techs that are "no brainers" like Engines, and I would rather not make that jump just yet.

I like the idea of the 'differentiating' tech, though I agree with Snip that it should be limited to the 1900 techs (simply because of the fact that the earlier you research the tech, the more expensive the research is going to be). Speaking of techs... in the HY report example, when I am researching a tech for a period of time, is the cost of researching the tech the same for all the HYs that the tech is being researched or does it change like how the report does it. I did a test run to figure out some long term Classified Chinese Ideas I shall not mention, but because of the research cost formula, the cost for the research of a 1900 tech changed in 1902. In other words, is the cost determined by the first half year that the tech is being researched for all the half years it is being researched or is it determined by what the spreadsheet tells me?

There is an error. We will most likely spit out a fixed spreadsheet that will clean up little issues like this before the 1900H1 reports are due.

There seemed to be some question about specialist unit costs/capabilities, and another about the fortification ratings.  Have those been resolved?

Otherwise, I'm ready to post a definitive H1/1900 report and get going.

I've been camped on my report for a month or so now. With regards to getting rolling, I know we will have one report late. But, nothing stopping us from some story writing in the meantime. *humms something about the coasts of Tripoli*

I don't recall where the specific fort issue was raised, but there had been a question of whether their combat ratings were correct and proportional to the combat ratings of mobile units.
