A first turn for China.  Note the "development modifier" in J56 of the Budget tab, this is to keep China from outrunning everyone else by virtue of it's massive population, and is intended to simulate the difficulties in changing the course of such a massive country.


The new army division is a unit for the Huai Army in the northeast part of the country, under Li Hongzhang.
