China is interesting.  It's HUGELY populated, but technologically backward, poorly industrialized, and the organization of the empire is intentionally designed so to avoid concentrating power (especially military power) in any one persons hands.  This helps prevent successful internal rebellions, but makes a coordinated response to a major outside threat difficult.
