OK, I've updated the spreadsheet with operational costs for naval infrastructure, and modified those to a more reasonable level (1/10 what they were before).

Updated spreadsheet to fix an error in troop maintenance calculation (it wasn't including the first row of troops in the total costs).

Found another set of errors in the Army Construction page, corrected and added additional years.
