CONSCRIPTION IS OVER!

With the thaw in relations with France, the long rumoured reform of the army, the Heer was finally announced and carried out. Universal conscription, although still on the books, is not to be used unless in dire straits. From now on the army is to be of three tiers:
1 - Heimwehr, the Hearth Guard. Volunteer weekend soldiers, commanded by elected NCOs and Junior Officers. Training supervised by Regular Officers of Kapitan or higher rank. Are under no obligation to serve "Overseas". Are on partial pay and pay lower tax.
2 - Landwehr, the National Army. Raised in frontier areas and or from warlike populations. A thowback to the Militaer Graenze arrangment of olden times. After serving 6 months with the colours the men are sent home, and called up like the Heimwehr for refreshment training. Can be mobilized for Overseas duty, but the very locations of these corps preclude such employment.* Also extended to cavalry formations, due to need for more basic training.
3 - Reichswehr, the State army. All men are 6 year volunteers aspiring for Citizenship. During their Service they are expected to serve wherever needed. This also includes any and all foreign mercenaries.

The switch to volunteer service in the Kaiserich-Koeniglisch Kriegsmarine got much less publicity than that of the Heer. Understandable, due to different sizes of the services. To bring down costs and ease manning problems, the navy sold for scrapping the two oldest armoured cruisers, as well as two quite new - yet of obsolete design - small cruisers. One for one replacements were obtained abroad - two small batleships from the CSA, and four small cruisers from the EKA. Even though not so young, all had just undergone rebuilds and are "good to serve" for the next dozen years or so. For similar capability the fleet needs almost a thousand matrosen less. There are rumours that two other small cruiers may get the axe this quarter.

Der Malteser Beobachter

The rumours have been confirmed. The oversight of the previous overlords of the island is to be finally overcome. The Maddox Bay in the south east of the island and the approaches to La Valetta will now be covered by heavy batteries, each with a dozen guns of 9,4" calibr. The guns have been donated by the SMS Pola and SMS Wien Large Cruisers just paid off and scrapped in UKA ports. With the time needed to transport the guns and assorted equipment to Malta, to move them across the island and to install them in their positions (which need to be built as well), the whole project was to take abut one year.

Imre Nagy was going through despatches from the more important caitals of the world. This morning there was thicker than usualy envelope of cables from Paris. And Paris was always important.
PFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFFT ... flew the cofee across the room.

Nagy shoved a fistfull of papers at von Zamoyski's face. Zamoyski looked askance at the papers, at Nagy, then at the papers again.
- What's this? - he pointed to something on the first page.
- Ermm, coffee - said his vice-minister, caliming down a bit. - "I've got a plan which we could carry out before we must tell the Kaiser about this. I have a cousin at the Trade Ministry ... it is legal here, it is medicine ... "

Austria and the Deutscheskaiserreich Brandenburg have incurred sizable expenses in men and money to protect French subjects from the ravages of the Satanists, upholding French honour in the process by doing it under two flags.
To reward the two friendly Governments for their efforts, Glorious France will LEASE the Provinces of Parana, Santa Katerina and Rio Grande do Sul to these Powers' ADMINISTRATION for a period of 99 years. These territorries shall remain French, with French flag taking precedence and 14th of July a bank holiday.

Austria and the DKB hope that French and Gra Colombian relations will not be soured by Anuhuac related issues.

With bands playing, units of the Szent Istvan corps marched towards railroad stations, to embark on trains which will take them to Fiume and other ports. And from there ships will take them beyond the horizon.

Admiral Montecuccoli, fresh of the train from Vienna, to Fregatenkapitan Miklos Horthy.
- Arrange with the Etappenkommendaten and with the Heer - the freighters which will unload the Szent Istavan corps are to head back to Pola, stopping at Ponta Delgada and Malta to check for orders. On December 1st the five fast passanger ships we are chartering, plus the four navy troopships - all are to be at Malta. And charter some more freighters - for half a corps, to be available in around the Med or European Atlantic seaboard around 10th December. Pay a retainer, if need be.
The new troopships - which should be in the Med in a week's time - can be assigned their maiden voyage - it will be from Malta to Aden and back - with an Auslaender Legion Brigade on board.

Communique delivered by Austrian diplomats to all governments the world over in the morning of the 22nd.

1 - The Habsburg Mnarchy is outraged by the election of the International Criminal Agrival Mars to ACM Presidency;

2 - The Habsburg Monarchy recalls its mission from the ACM, and gives ACM diplomats and nationals 24h to leave Habsburg Territories;

3 - The Habsburg Monarchy considers ACM to be a Bandit State, outside the Law of Nations;

4 - Habsburg Subjects are disencouraged to deal with the ACM, whether with private individuals or institutions; all those doing so will do so at their own risk; such contacts may be considered being Party to a Crime, or Sedition;

5 - State Property of the ACM, or of its Directors in Habsburg Territories is confiscated; any priviledges granted by the Monarchy to AC concerns in Habsburg or other lands are revoked;

6 - The Habsburg Monarchy is shocked by the 2nd Treaty of New York; official contacts with the UKA will be limited to the barest minimum;

ADDED LATER:
The Communique delivered to the Aragonese court has the additional notice of Austria revoking Habsurg Subject status to ACM nationals and interests. The Austrian Conession for the extraction of Iron Ore in Camarinas Norte Province, previously transfered to the ACM, is recalled by the Habsburg Gov't. The note also states that Austria would be "happy" if Aragon took like steps versus the ACM as those adopted by the Habsburg Monarchy.

- So, is that hastily put together and improvised operation, Sankt Nikolasfest, called off?
- Not yet. The pieces are moving, but are yet to reach their destinations. We are to let the diplomats do some work, and make the final decison at 5 to 12. The scope, objectives and modus operandi, all that can be changed - Admiral Montecuccoli shrugged.

Kriegsministerium, 25th of November 1904

- The passanger liners are back from their run to Brasil. No troops for them to carry at the moment, but send them on another run. This time with the rail construction workers and the settlers. Any freighter from the new chartering drive that becomes available is to be sent to Brasil with supplies - the Senior Service wants a half year reserve of material.
- Freighters comming back from Brasil are told to avoid the Azores. We no longer like them. Of course it's up to the captains' discretion - some are from countries with good relations with the ACM.
- The ACM freighters in our charter are to complete the Brasil run, unload, be paid for their services and told to never show up in our waters again.
- Direct some coaliers to Alhucema. I want a hill of coal there, enough to support intensive operations of a Torpedoboot Flottille and a Squadron of Kleine Kreuzer.

Der Illustrierte Maedicinen und Chirurgie Woche

The alarming reports from abroad are now coming in like a flood. The Killer Zulu Fever makes the Grim Reaper pale in comparison. However, Habsburg lands seem to be very lightly affected. For an explanation we turned to Herr Doctor und Professeur Jurgen von Lobotomovich at the Tropikalischer Intitute und Krankenhaus at Pola.

The learned healer explained.
- "Our current theory on Habsburg lands passing off so lightly is the following. The disease has its origins in Angola. A previous, less lethal version had spread through the then Habsburg Sud-West Afrika in 1903. And this variant - the Angolan Swamp Fever - was brought to Europe by the Loyalists who preferred Europe to Orange rule. Their red noses, sneezing and coughing were thus not only the effect of a harsher climate, but the malady too. The disease took some time to adapt to our climate and attacked in the Harsh Long Winter. The conditions of that time made it pass unnoticed, as most people were in some way ill, and had running noses anyway. Many deaths of that winter could actually had been due to this disease, but were classified as something else. Who could had thought influenza to be such a killer? The end result is that having been atacked by a less virulent strain, the Habsburg public does not experience such severe, often fatal symptoms as noted elsewhere.

Admiral Montecuccoli was reading a note passed on by the Ballplats, i.e. the Foreign Ministry. It concerned an Essyialean condition to the further chartering of their ships. There was a big "NEIN!" written on the margin. He sighed, thinking of the difficulties this move will cause.
- Do not renew charters of Essyleiyan ships.
- But Sir! They are plentiful, reliable, and the safest from third party attack!
- I know, I know. But this is a political decision. They wanted something which we could not agree to.

HQ of Tiroler Kaiserjaeger Sappeurtruppenabteilung and II/4KJR*
- "Herr Major! Herr Major!
Major-Engenieur Milan Pepicek turned to the excited Jaeger Francesco Pepperoni delivering the cable from Korpskomando.
- "We are going to war!"
As becoming a Senior Officer, Pepicek slowly read the message, the news making him forget the Jaeger's indiscretion.
Yes, they were going to war. He was to take his battalion, plus the II and III/4KJR, and embark on four freighters - one Sappeurtruppen and two KJ companies per ship, with all the explosives he could lay his hands on. To keep chain of command neat and tidy he was given the acting rank of Oberstluetnant for this. Finally his talents were appreciated!
He understood the Rifle companies - they would protect his sappers. But why was he to take along a dozen Final Year engineering students and younger faculty from the Higher Technical University in Vienna he did not know. What did THEY know about fortifications what HE - a career officer in the Engineers - did not know? Of course, his destination was El Dorado, the Anuhuac capital.
To help the incompetent Colombians - he puffed.

Riven by curiosity, Major Pepicek ripped open the "open one hour after sailing" envelope given him by the Haffenfuehrer just before they cast off. After the speeches, including that of Gra Colombian Military Attache, after the bands had played, after the whole media buzz.

- Sir, - spoke the younger man defferently to his new superior.
- Speak, Di Enio nodded his consent.
- Sir, the ... erm ... stock market operations of the new Charge de Affairs in Archangielsk brought about an unexpcted development. One of the consortiums which had sold us French Gov't Bonds ... the mid-ranking official consulted his notes ... "short" did not have the funds to cover that transaction. They offered to pay with other assets, we refused, but the Court de Arbitrage backed them. So the Habsburg Monarchy has acquired a 49 year long concession for "the exploitation of mineral and any other resources" in - checks notes - Ha Tinh Province in Indochina.
- Where is that? Anything known about it?
- The best map I could find was not very good, but it appears to be between Vinh and Tourrane - in the middle of the "Neutrales Gebeit" between the Manchus and French. We have asked both sides to clarify to whom it belongs - the Quay d'Orsai said it was not theirs, the Manchus ... well, the Manchus are "considering our request for information with aproapriate respect and reverance the issue and the request maker merit" - sigh.
- Tricksy Frogs - snorted the FM - giving us a useless piece of paper.
- As to what is known about it - again, the superficial inquires - I had no time for deeper analysis - did not uncover anything striking - no exciting items like headhunters or cannibals, but more of the prosaic dirt poor malaria riven rice farmers.

The Republic of Orange condemns the bastardly sneak attack committed by the forces of the two reactionist 'Reichchen, placing themselves on the level of the so-called criminals they are claiming to pursue, using it as a pretext for further land-grabbing. Both nations, disregarding the remnants of the well-ravaged edifice of international law for not the first time, attacked a sovereign nation without a former declaration of war, establishing how they wish to treat all other nations of the World.



So harsh words but nothing else. The Orange Ministry of Foreign Affairs feels justified again in their negative view of multilateral treaties.

Today's Mass was special. It was in memory of the Foreign Ministry's Personell killed during the Strafexpedition to the Azores. Fourteen dead during the sinking of the SMHS Andreas Hopfer, one more murdered in Ponta Delgada two days later. Never had this Ministry lost so many in such short a time.

Amidst the weeping of widows, children old enough to understand, female family members and any other sypathetic women, a plaque with the names of the 15 dead for Gott, Kaiser und Vaterland was unveiled.

Now was the time for mourning. The time for joy from the return of those few who survived will come after Christmass.
