Seeing how the situation is on the map right now, they are part of the US and do not even have a single IC to be productive. They are most likely a territory right now, so until Cuba becomes independent from the US or is made a State, Cuba itself does not really have anything to say in the US or have the ability to create its destiny and I doubt that now, after a few years under US control, the people have become happier since the war of 1898.

No, per the historical Teller Amendment, Cuba is not part of the US and will not be annexed (which is why it's IP don't show up in the US turns).  While it's currently under US administration, there's already been news of the election of local officials, and the election of a Constituent Assembly to draft a constitution is underway during 1900 H2.
