Actualy, the last talks between Prince Pu Lun and the French gouvernement was that the MK would be interested in aquiring more experience in the French Superiour workmanship in re-inforced concrete for the rebuild of Hong Kong. 
Somebody promised to send in a promising architectural talent, named Charles-Édouard Jeanneret-Gris to Hong Kong to make plans.

Yun thinks: When would we get done,this place an utter mess. As of now, those without homes which was most of them, had to make do in a big tent. I'm sure this is not what those citizens had in mind. I'm already ordering construction as soon as a place is cleared up, but it still isn't enough. Of course there's the problem of simply where to put the waste. Not to mention the demands for supplies. We're lucky to be close to Gunagdong and recieve most of our supplies from there.

A man, a little younger than Yun runs up to Yun. "Sir, I was thinking and I wanted to ask where do we move all this waste?"

Yun: "We move it to landfills fia Ferrying with merchant ships, why?"

"Well, I had an idea. Why don't we just dump it in the water, if there's enough waste, we could get rid of the waste while making the island larger!"

Yun: "Hmmm, an interesting idea. That would saw the transport time and make cleanup much quicker. What's your name lad?"

"Shou, sir!"

Yun: "Well you're lucky I like usual ideas. If it were any other official, they wouldn't even think about it."

Yun: *To Construction Crew* "Change of plans! We are dumping the waste towards Tai Tam!"

Yun met fierce opposition but the smooth-tongued bastard managed to convince them in the end. In the end, dumping it into the water didn't really speed up the process although the Island was getting "bigger". Of course this might prove to create health concerns, but they didn't know it then.

About one million, half are working on cleanup. The rest are split into medics, builders, and etc.

Relations with the Swiss isn't exactly good. Maybe if the Swiss tried harder to win us over we might send a ship out to protect yours.  ;)
