Lippe Class Cruiser
Having gone in circles with ideas to refurbish the Union's middle-aged pre-dreadnoughts and armored cruisers, the Design Bureau stepped back and had a look at the Lippe class protected cruisers. Six were built between 1905 and 1907. With early turbines and a mixed bunkerage, they are not spectacular cruisers but they offer a reasonable foundation for improvement.
A refurbishment would:
-Strip out the 10x100mm battery and 8x50mm battery, replacing it with twin 130mm fore and aft, two single 130mm on each beam, and two 50 mm AA guns on the beam. This is notionally less complicated than trying to stick a third twin on the centreline somewhere.
-New turbine machinery would allow for almost five knots of additional speed (26.2 kts) - enough for station-keeping around the early dreadnoughts. The old machinery has be retained for possible re-use in something else.
-A switch to fuel oil bunkerage almost doubles operating range.
-And there'd be the usual fiddling with miscellaneous weight - bigger torpedoes, updated fire control etc.
This is expensive in cash ($3.32) but not bad for BP (1.793). If the Union goes ahead, it'd do one ship per half-year for three years.

Patowmeck Class Cruiser
The Patowmeck class cruisers are incremental improvements on the Bug class, and introduce 13cm guns as the main battery for the first time. A large 10cm secondary is retained for now, though there's a strong push on for the next class to just stick with the 13cm piece.

A colonial cruiser/gunboat designed for operations in the South Atlantic. It has reasonably long legs for Union ships, good seakeeping, and uses reciprocating engines for ease of maintenance. This comes at a cost of mediocre top speed, but is sufficient to deal with non-major power ships likely to be encountered in the area.

Danube Class Training Cruiser
A cadet training cruiser based on the 1913 Orimiri class hull. Major changes include elimination of the end belt, three fewer 13cm guns, and the loss of a knot of speed. In return, the main deck level extends further aft to provide additional space for cadet quarters and instruction space. The aft gun is superfiring in order to provide a fair bit of quarterdeck space for exercise, sports, and such.
In wartime, the ship would take on a standard cruiser role, for which it is still reasonably well equipped.

Kopparberg Class Protected Cruiser-Minelayer
This is a class of fast minelaying cruisers for dedicated offensive minelaying functions. In theory, it means there's less need for a bunch of non-dedicated cruisers and torpedo-boats to risk themselves doing the same job.

Magdala Class
The Union's 1916 protected cruiser type sees the introduction of twin 130mm mountings and 1912 fire control systems.
Consideration was given toward a ship with five twin mountings, leading to the question of how best to situate that fifth mount. Super-er-firing forward or aft for maximum axial firepower, at the expense of stability? In a C or W position to enhance broadsides? The Union settled on two single, superfiring mounts amidships instead; these should have good fore and aft firing arcs, and one can add to each broadside. Nine-gun broadsides might sound quaint but it beats the performance of existing Union cruisers.
The class also more fully considers the lessons gained from the loss of the Bug in 1912. This includes a higher main belt, and additional fire-fighting and pumping equipment (including hoses, generators, and all that stuff).
Also considered is a more explicit effort to improve habitability, particularly in tropical climates where the Union has only recently started deploying. Crews on many ship types in the tropics have reported that heat and humidity below decks are often unbearable, if not uncomfortable, and could pose genuine threats to crew performance in battle. Consequently, some efforts have been made to provide air-cooling and air-freshening equipment. This will show up in other designs, of course.
As usual, the cruiser has some command facilities, night-fighting gear, and torpedoes, but omits dedicated minelaying equipment.
A production run of at least five units in 1916 and 1917 is anticipated - sufficient to screen a division of capital ships and to replace Bug.

Bug II Class Protected Cruiser
Come 1918, the Union got pulled into the discussion about royal yachts and time-sensitive VIP transport. The idea under discussion at the time was to find a couple hundred tonnes of space in the new capital ship design and set it aside for a spanky VIP suite that the king and a relatively small retinue could use for overseas journeys - say, a funeral. Alternately, a minister and delegation might find it useful for emergency conferences.
The Navy politely agreed that this was theoretically possible, but got a bit wiggy at the notion of losing a brand-new capital ship for weeks or months at a time if the king or somebody decided they wanted to wander off to the Ericas for a while. As the funding situation for 1918 became a little clearer, an alternative was put forward: Take the basic Magdala design, put in newer engines, and use the weight savings to build up the aft superstructure to include said VIP suite. The capability is created, it costs less than it would to build into a capital ship, it'll be available years sooner than with a capital ship, and oh, by the way, it doesn't impact overall operational readiness quite as drastically.

Warta Class Protected Cruiser
Following recent trends, their armament consists of a decent number of the reliable 130mm quick-firing gun. Whereas the preceding Magdala and Bug II classes had a pair of singles on the sides amidships to boost fore/aft firepower, the Warta simply adds a fifth twin mount aft in a double-superfiring position. While the navy acknowledges that the 130mm lacks penetrating power compared to a 150mm or 170mm sized gun, it doesn't have those guns to employ. Plus 10 quick-firing guns should still make a mess of enemy torpedo-craft and find plenty of unarmored bits on enemy cruisers anyway. Right? Right.
The type has considerably more bunkerage than preceding types, which accounts for most of the size increase, really. They're built to keep up mile-for-mile with the Czarownik class cruisers of the line and have an additional knot of speed for incremental station-keeping purposes.
The other change of interest is provision for a single armed floatplane on deck between the first and second funnels. This would be used for scouting, perhaps spotting, and will build on operational experience gained by the training cruiser Danube's embarkation of a single floatplane in this time period. The ship may have a canvas shelter or such for the plane when completed but for now is shown just with basic deck stowage.

Rhein class light cruiser
The Union's movin' on up to a newer, larger type of light cruiser.
The class uses a new two-gun 150mm turret and barbette; four are embarked. Also new are quadruple torpedo carriage for extra keel-breaking opportunities. A single floatplane is embarked, without permanent hanger - the designers weren't quite sure how to fit one in on a ship this size just yet.
Consideration was given towards building a slightly less expensive ship with ~30 or 31 knots instead of 32, but the accountants were convinced that the incremental cost of building in the additional speed now was actually less than installing new machinery in ten or fifteen years. Not that the accountants were assured of approving the latter in the first place, mind you.

Oyono Class Light Cruiser
The Oyono class light cruisers are slightly larger than the preceding Volkhov class, mainly to allow for incrementally better protection. Visually they're similar enough that I won't bother sketching them.
The Union would like to get to the point where it can lay down a new light cruiser every six months, until the heat death of the universe, but it's not 100% certain that the Union's BP count is up to that task along with all the other stuff the Union wants to build.

Ogun Class Light Cruiser
A small CL for "guard" functions in colonial waters - trade protection, leading torpedo-boat divisions, etc.
And right now I'm scrapping a few of those cruisers, and the rest are all pre-1910 designs that just can't keep up with torpedo-boats or travel long ranges. So I need a bunch of replacements, and pretty quickly.

Angerman Class Light Cruiser
New light cruiser to screen the Kirasjerzy class armored cruisers. It's possible I'll extend the run to add escorts for the two Zuraw class carriers which are or will be building.
Realistically, I should have started these a year earlier to match up completion dates, but for now I guess the first two ACs will get a year or so of escorting from Ogun class ships.
Compared to earlier eight-gun ACs, there is the transom stern, a heavier belt and barbette, and more bunkerage to keep pace with the ACs. A bit more light AA and weight reserve as well. Seakeeping was a consideration, given that these guys will probably spend a fair chunk of time running around the Atlantic.
