One of the reasons I hate SS3 is if something is missing the program doesn't tell you what it is. My Com Strength is NaN; some data is missing BUT what that is I have no idea. Can someone help me?

I've run into that problem a number of times in the past so I knew what to look for. As soon as I saw the 'NaN', the first things I checked were the mount layout settings for all the guns.
Make sure you account for torps in Misc weight, not in the menus. Those tend to get messed up badly and bug out the program.
As far as the design itself goes, why both 280mm and 240mm weapons? The RoF on the historical guns (via NavWeaps) is so close I don't see an advantage. I would think that a 280mm with 210mm (my recomendation due to the 150mm mountings) or 175mm guns would be more balanced if MMB is the aim. That would allow the ship to be smaller

In the ency, you posted the PDN 1898 which is the version which did not have the main gun layout set and thus resulted in the hull strengths being 'NaN'. I would also make its main belt a bit longer to remove the 'Main belt does not fully cover magazines and engineering spaces' warning.
TB1896 in the ency has a x-sectional hull strength of 0.49. The above version has it as low as 0.45 while the PC1895 design above has an overall hull strength below 1.00. Considering that those designs are 'thanks to Rock Doctor', I guess that the Ottomans see Germany as the main threat and they are secretly trying to sabotage the German Navy. ;D

OOB set by location. I will cross check the ports to make sure that they can hold the assigned ships but it should be fine.
