An area of land crossing the whole of Central America 100km north of the Gran Colombia border has been declared neutral ground and is being occupied by troops under the control of France. While the Anahuac accept that the wicked Rohirrim may have control of almost all of our southern colony, at least until we drive them out, we insist that they remove themselves from this narrow strip of land, as it has been temporarily leased to France. If they do not withdraw all troops and supplies from this region within one month, the French have been given permission to drive them out. We do not expect them to leave the rest of the territory that they have occupied in our colony, just this small enclave.

Responce from the King's Foreign Advisor to Europe, Boromir Lightfoot:

Rohan will grudgingly comply with this request from our enemy, if all Anahuac troops leave this "neutral ground". The preferable way is to surrender to the Army of Rohan and thus bring the conflict in that area to a close. Your other enclaves of soldiers in the colony are also encouraged to surrender, but should they wish to fight or flee they may do so.
Rohan, however, will not acknowledge de facto ownership of this canal enclave by the Anahuac Empire should the French leave the territory, nor if the war ends with the remainder of the colony in Rohirrim hands. At which point the area would cede to Rohan. The ownership of the lease of the land the French are using will be transferred but upheld until new arrangements can be made with the French Government.

(Note: We really need an official name for this colony. I'm not sure if Costa Rica will do. It would depend greatly on who named the area, and how left who's name on the area in question....and if the area was a colony or an area of land the Rohirrim cut of in the war of 1870.)

France graciously thanks The Anuhuac Emperor for this gracious deed.

To make sure Rohan will not have anything to fear from the Neutral zone, France will escort the Anuhuac troops trapped in the zone out, or will disarm them.

The Protection of the Canal zone will be stated in the upcoming Great Canal treaty.

To put it in short. Who messes with the canal does have a big problem.
