FC turn 7, 1908 DD turn 5, 1909 engines turn 5

I think all 3 are ready for a roll atempt (well I know 2 are FC is the only question mark)

For Fire Control rolls are
8 - 20%
9 - 40%
10 - 60%
11 - 80%
12 - 100

ok thanks P3 so no roll on it till H113 is posted (its ready to post just need the other 2 rolled on)

Tan: During the catch-up reports, just assume all techs are successful when their odds get to 60%.
