Now that the world has returned to peace I am going to try to get my military to better match the current situations. That and I need to lower the army cost to $20 if I can some how.
1) For reserves do the specialist light formations (cav, jungle, mount, marine) count towards your total of the number you have to determine the number of reserve units you can keep?
2) Repair of a fort is equal to the % damage the fort is correct? So a fort at 75%, need to pay 25% new cost to repair.
3) How much does it cost to upgrade a fort to a new tech level as all of my forts are listed as dated.
4) Is it possible to put a fort into reserve status? IE it has upkeep so it won't decay but it has no supplies, weapons, ammo, etc? I see no current need for the forts outside of the Philippines right now but that could change in the future.
5) The rules say there are three levels of forts but there look to only be costs for two levels of forts.

Rough and quick answer:
1 - Yes, specialists count. In N2 we used to count INF and CAV and MTN separately, now the simple total of all corps is used.
2 - I think so ...
3 - I still can't figure out why the upgrade cost from Baseline to Advanced Corps is $4/0,5BP, so I can't help you here :)
4 - can be placed on Reserve Status, just like normal Corps. But this carries the risk of being overrun before manned. I suppose that it could also be understood as dectivation of the fortress, with removal of supplies and guns and storing them elsewhere. But then reverting to combat ready status would take longer.
5 - IIRC I only conjured the cost for Baseline and Advanced, thinking that nobody will care to build new Dated ones. I missed out the need to repiar dated ones. 0,5BP and 12$ would be the cost of a Dated Fortress.
5a - thus the costs are 0,5/1,0/1,5BP and 12/16/20$. Maybe the $ cost should be 9/16/25$?

And these costs are for the tech level of the fort dated / base line / advanced. So an advanced fort able to hold 3 army corps would cost...
(1.5 + 20) * 3 = 4.5 BP and $60 correct?
Now a question on my forts as they are listed as 3 small dated and 1 large dated. Do you happen to know how many corps the large can hold? I assume small can hold 1 extra corps but the large is 2 or 3? Once I know I am going to relable the things size 1, size 2 and size 3...
I suspect I am going to just level the forts and not even bother to repair and upgrade them, it isn't worth the effort. I can build new cheaper.

Your cost calculation for Three Corps Advanced Fortress is IMO correct.
The large and small are N2 holdover - small = 1 corps, large = 3 corps.

OK thanks for the answers. One other question, any objection to the construction of a smaller than 1 corps sized fortress? Basicly there are some places I would like to build forts but they don't have / need full sized army corps for a garison. Like Puerto Rico, Guam, my various minor habors around the globe. They would be more like to have a division or brigade to hold the place (or even more likely a regiment or battalion but I want to keep this simple). So a 0.5 (Division) or 0.25 (Brigade)

I have a smiliar need. I can't imagine holding a full corps in Aden.
Although Puerto Rico is IMO corps level, due to island size and population. Guam is trickier - lets leave it asdie for now.
For the smallest bits I'd suggest player declaration "fortified" and spending 1$ or 2$ on that.
A tedious job could be to raise a Fortress Infantry Corps and spread it all over the globe in bits and pieces.

I am curious as well on Forts. As far as I know I don't have any, but I can get a list of Civil War forts for 'Dated' types in the eastern US. This would apply to CSA and perhaps French Canada as well(and some against the Indian Lands?).
Problem is that the Civil War didn't happen(or at least not in the same way-still don't understand my past yet) and these would be a few thousand troops capacity for most.
How about the Azores? It just dawned on me that the Azores of this world are the size of Britain. I guess I need more troops there, eh? Any maps around for the Azores?
Also does each level of new construction take 3 years(ie. Advanced Fort= 9Years)?

Construction speed - the level mentioned is the "size level". An Advanced Fortress FOR ONE CORPS takes 3 years to build, for THREE CORPS takes 9 years.
Any suggestion on how to make the wording more clear?

Check out the Victoria lines on Malta, guys. A 6 foot high stone wall with firing slits. This would be great (?) against Zulus, but even when brand new, they'd be blown away by any European army. In 1860. Not to mention 1900.
