She would have a wireless rig and command facilities, which is what the misc. weight is for. I think she would fit in a type 1 dry dock even.
So what ya think worth building? Kind of slow but meh best i can do with if I want to build her in 1906.

I don't think she's worthwhile. An underarmoured 2nd rate battleship.
Like I said before - IMO a TB on anything smaller than c.20,000 is a waste. Eliminating the TB should allow you to shorten the citadel, increasing MB and UB thickness. 9 and 6 inch?
Then she might be worthwhile.
Any hopes of 2x2x12 inch? Getting a 1000 lbs shell in the snout is much scarier than buying a 500 pounder.

Hard to comment without a full report, but I basically agree with borys, not enogh bang for the buck.
Event with 30cm guns she will basically only be a new-built pre-dread.
This would be a good armored cruiser for 1906 historically. On par with the American built ships (more guns actually). However for Navalism you have to "deal" with the local and what other nations are building. By 1906 Rohan is laying down a cruiser with eight 9" guns in turret ans four in casemates and has been building cruisers with 12 main guns since 1895. France also has a lot of firepower on their vessels (I used roughly historical British designs and redid them in French style when making up their world dominating fleet.). So you might want to design you ships to match or at least counter your competision.
Can an existing pre-dread or AC do the job if you upgrade it?
I think if you go for a large, slow ship, the 12" option is probably the better one. This way you should be able to hit the enemy even if he has something faster that controls the range.
If you do lop off the torpedo bulkhead, I'd use the weight savings to improve the deck armor or turret faces.

Also, by 1906 there's nothing secret* about the Scharnhorsts either...and this would be meat on the table for them.
