 Kaiser Stefan is trying to make his realm more focused at becoming THE world power.
This includes political and social reform, to strenghten the monarchy by exorting greater dedication from its servants.


- Universal franchise for all payers of the Poll Tax, that is men over 20, who can now can cast a single vote in regional and national elections.

- A weighted voting system, where payers of the Property Tax get votes in light of their wealth.
a/ Land owning peasants, owners of shacks on city outskirts - all get 1 vote (70% of property tax payers)
b/ Land owners, house owners in cities - all get 4 votes (25% of property tax payers)
c/ Largest landowners, industrialists - all get 9 votes (5% of property tax owners)

Note - women Property Tax payers can vote

- All Emperial and State Servants must first prove they care for the Dynasty and State. Thus State Officials, ALL elected officials, people in certain top posts (e.g. university professors) must first serve for 6 years in the military.
All officers and NCOs must advance through the ranks, serving two years before becoming eligible for Officer's school.

Those who not had completed the 6 years of military service are classed as Commoners. Those who did serve become Citizens, and thus the Reserved Occupations become open to them.

Foreigners and Colonials are also eligible. However, in their case 6 years grants Commoner status, and 12 years Citizenship.

This Law, including the provision that Commoners cannot use any Noble titles they might hold, is to be fully enforced from 1910.
