TLDR;

Complete 1BP and 2IC

Complete 1935 Land Tech

Complete 20mm AA and 155mm DP guns

Scrap all GTBs as both old and obsolete

Building yet more MTB-Ks and 500t Submarines, bringing both forces to sufficiently large and modern for task.

Building two more LP, and 11 AP which will bring AP to a sufficient level for needed tasks
