With the completion of 1938 Naval Artillery, The Parthians commence redevelopment of existing major gun calibers 435mm → 265mm.

This seeks better breeches able to withstand higher chamber pressures, faster loading, better fume extraction, addition of bore liners with doping, and stiffer but lighter weight barrel construction. Evaluation of new shell types is ongoing.

Commiserate with this is a new series of "True Quad" turrets.
The "Free" mount will also be a "True Quad".
These efforts seek elimination of problems denoted in the past 20 years of Quad use, better train and elevation rates, improved loading speed and angles, better flash tightness, easier projectile handling, continued use of metallic powder cartridges. Evaluation of hydraulic systems, electric systems and in-barbette auxiliary devices will be included. Lastly, designs will lay the ground work for future RPC direction of the entire battery.

The two Rohk Class Battleships are reassigned to Training Fleet.
At least one will be used for gunnery practice with the new shells fitted with 99% inert filler,
