Summary of Treaty of Cooperation between the the Party of Azteca Domain and the Party of the Parthia Empire.
To be signed in Veracruz, Azteca Domain, Saturday 1st  of August, 1936.

Azteca-Parthian Treaty of Cooperation.

Clause I.   Restoration of Ancient trade routes and development of border regions for mutual prosperity.
To apply in each region along mutual borders in Erica and Afrika:

Each party shall found and administer Offices to direct foreign investment to economic sections as designated by the investing party.

An Aztec colonial minister and a Parthian Deputy Foreign Minister will be added to the respective embassies for coordinating any activities and solving problems that may arise.

Each party shall allow direct foreign investment through these offices

Each party shall establish customs stations to facilitate cross border trade

At such custom stations, Each party shall agree to limit tariffs to 10% for goods shipped pursuant to multi-year orders from companies in the other nation with the exception of the following, which shall have no tariffs :

Animals, Goods and materials produced  in the respective Aztec and Parthian Territories (See Appendix) on the American and African Continents shall be be free of tariffs or similar fees if transferred across the national boundaries on those continents. This consideration shall not extend to Animals, Goods and materials originating in whole or part outside these Territories.

Animals, Goods and Materials meeting these requirements shall be designated by stamps, brands or other certificates from the respective Nations. The Nations shall agree to set up Joint offices which shall ensure requests are processed within 3 months. Likewise joint Customs stations and patrols, as well as a Board of Appeals shall be established.

Joint Appeal bodies shall be established for Each Border Region . These bodies shall be comprised of 8 members, 4 from each nation. The chair of each body shall be by lot, and Appeal opinions shall by majority of the body.

Clause II Restoration of Ancient territorial usage in border regions
In recognition that the borders of the two parties sever traditional nomadic grazing patterns as well as trading patterns the following is agreed :

Each Party shall found and jointly administer offices to resolve conflicts in border regions.
These administrative offices shall establish joint survey teams to establish and monument mutually agreed lines. Survey areas of disagreement and propose a logical compromise. Lastly to investigate historical claims of local populations and propose small land swaps when the current border severs part of a traditional claim.

The Aztec Rangers and the Parthian Marshalls will establish liaison officers that will operate with the other's organization and they'll operate jointly in the area within 100km of the border to cooperatively enforce the respective laws.....should allow dealing with cross-border crime and whatnot efficiently and help both of us maintain safe and secure territories near the other's borders.

Each Party shall deputize the other parties law enforcement personnel to conduct "hot pursuit"  up to two days ride (100km) across the border. Extension of this allowance, as well as lending supplemental help, shall be done promptly through the liaison officers.
Each Party shall identify former nomadic peoples territories and provide trans border access for descendants and animals of those groups.


Clause III  : Maritime Commerce Clause.
Aztec and Parthian Flag State mercantile vessels have the right to purchase fuel and sundries and engage in 48hour shore leaves in each respective nations ports. When engaged in such activities, they shall be subject to no additional or extraordinary fees or duties beyond those a flag vessel of the host nation would be.   Purchase of fuels that not stored in the vessel fuel tanks shall be considered cargo.

Ships using the other nations ports for coaling/oiling without engaging in commerce at those ports would be sans tariffs or similar duties and under the good faith inspections of their previous ports (so long as those are Parthian or Aztec ports of call).

Aztec and Parthian vessels of the respective customs services shall assist their counterparts upon request in preventing illicit trading and fishing activities upon the high seas.

The Parthian Admiralty shall assign Coast Guard Squadron 14 and Gunboat Division 10 to training evolutions with the Azteca Fleet. These training evolutions shall identify ways in which joint customs enforcement can be conducted and improved.

Clause IV  Mutual improvement of Military Training and Equipment
At least four examples of most recently adopted, or approved for production land and air equipment, shall be provided to the other party. This shall include knowledgeable operators, engineers, maintenance teams, and manuals. Consideration shall be given should either party desire further technical support.

Training Assistance shall be provided to the Parthian Empire by the Azteca Domains for at least 1 calendar year. Two or more combined arms brigades and two air brigades shall be sent to Parthia to demonstrate and teach Azteca military doctrine and concepts.  The Parthian Military shall reciprocate with demonstration and teaching of doctrine and concepts. During such period as Azteca forces are in Parthian territories, they shall be considered part of of the local command structure and employed for security patrolling and defensive military operations.

Clause V Neutrality Clause
 The Parties to the Treaty pledge not to permit non-parties to the Treaty to use their territories in the Mericas or Afrika to conduct hostilities against the other Party.

The Parties to the treaty pledge to favorably and strongly consider requests to provide military protection for territories of the other Party while the other party is in a state of war.

Clause VI Negation Clause
Suspension : In the event one Party becomes involved in a war, and that involvement threatens to involve the second Party, the second party may choose to Suspend the treaty.
 
The Treaty is considered suspended if the two Parties find themselves in a state of war against each other.

Any such suspension shall not effect obligations under the Neutrality clause, which shall remain in effect until treaty is Terminated.

Termination : Either Party may terminate the Treaty subsequent to a four year notice. Subsequent to such notice, both parties shall commit to talks to resolve issues identified by the other party.
