Parthia  HY2, 1936 Synopsis

New Things :
First two of the Arwand aka "Valiant / Vindictive / Vehemence / Victory" class battleships complete !

Naweni Canal, Nasini naval base Natewa Bay, Vanau Levu, Fiji.
I have long wanted a South Pacific Base off the beaten trade routes. Had we kept the naval base rules I would just purchase one. Instead, I'll start building infrastructure there.

The nation of Fiji historically had a WWII Base at Savu, guarding the US → New Zealand route.
The nation of Fiji has 2 big islands, and the OTHER island has a giant deepwater bay – Natewa Bay. 
That is where I want my base, kinda the base of the bay. There are decent areas for an airbase, some good deep area for anchorage, a lake..or caldera...for a seaplane base. Natewa Bay is bounded by a large peninsula on the south side, However it's 30miles out of the bay, and 120nm to sail around the peninsula to get to the Pacific side of the Nasini area.

So to provide a 'back door', I want to build a sea level canal near the village of Naweni.
I've found a couple different maps, and used one to scale off the distance of the elevation.
The highest elevation on the topo maps is only 19m / 62ft, so can reasonably be removed.
The canal excavation will be extended underwater both into the sea and into the bay to ensure the coral and mangroves are removed and there will be sufficient depth.

Azteca-Parthia Treaty of Cooperation and Investment
Part of the storyline I've started posting is a treaty Tac and I are finalizing.

It mainly concerns our long boundaries in Merica and Afrika, and allowing cross-border investment and trade. So there will be some funds going that way. There will be Aztec combined arms troops  traveling to Parthia to both skirmish with the Parthians and to train the Parthians in their techniuqes. The two sides will then be free to learn from each other. A technical exchange of equipment will also allow the engineers to cherry pick the 'best' ideas.

I have discovered 2 errors.

1) I apparently failed to update my Technology table to reflect that the 1940 Capital Ship tech was now the 1941 Capital Ship tech.

So ..in 1936 I started on the non-existent 1940 tech.
You can't "Save" research.
So I must have spent it on a different 1940 tech.
I pick 1940 Submarines & ASW.

Any objections or better alternatives?

#2) I built an Auxiliary sloop, the PS-III in 1935. I never posted the design. I don't think I ever finished the design. So I'll do that and post it and then make any needed changes.

I realize I'm going to have to backtrack and make sure that I had finished 1935 subs in 1935HY2, so 1940 subs were available to research in 1936 HY1... I think I did... anyhow later.
