Placeholder 1928.5 Norse Turn

The 1923-1928.5 draft turns are done.

As Smokegrenadiers develops the ships they actually wish to build,
I will put the correct tonnages in the placeholder spots and update the turns.

I may also need to adjust how I did the fleet AA refits depending on the concerns.

Folks are also welcome to critique anything else.

I have redesigned the v6 turnsheet into this v7.
Very similar, it borrows some ideas from others, with the Active navy split off separately, and an OOB by squadron and home port is incorporated.
There are also tabs for Technology & Naval Artillery.

While we have not adopted the Enclave approach (yet), there are places for it.

Once the final versions of the turns are available, I will post them all.
At which point some minor discrepancies may be noted, for example, signals int at least twice got changed to other research, but while I kept the research expenditures, I didn't retcon the name on the older sheets.  Likewise the 37mm and 25mm started life as 40mm and 20mm. Then I noticed Walters ships had 37... same research cost, easy fix.
