I had not noticed that your new DDs are 1140 tons...and mine are 1143 tons.
That is quite odd.

There seems to be an error on your turn.
You did not increase your Colonial IC to account for all the ones completed in HY1 1919.

At the beginning of HY1 1919, you had 45 colonial IC
You completed 9 in HY1 1919.

At the beginning of HY2 1919 you should have 54 colonial IC.
You show 48
you then complete 3 more.

For the 'Colony Count' I will show you as having completed 54+3 = 57.

I am simply going by the numbers, not your table.

Your 1919.0 report the number of "Developed Provinces with IC"  SUM(C15:E39) = 45
'Colonial Regions IC Construction' lists completions in :
Madagascar North
Madagascar West
Maputo
Luderitz
Porto Seguro
Saloman Islands
Bioela
Boulia
Manokwi

That is 9 completed IC.

Therefore on your "Developed Provinces with IC" 1919.5report, the number of "Developed Provinces with IC"  should be the 45 from 1919.0 + 9 completed in 1919.0 = 54.

Instead  "Developed Provinces with IC" '=SUM(C15:E39)' = 47.   
I note that in cell H39 you have '48' as a total for 'Control Ok'.  but that is because you have '3' in H36 Gladstone when you only have 2 IC listed.

So, you seem  to be not counting all the IC you have built.

Then in 1919.5 you complete IC in
Madagascar Interior
Piaui
Sunda Islands

Which means for the purpose of the Beginning HY 1 1920 Colony count, I will be considering Byzantine to have 54+3 = 57 IC.

It is not that bad.

You completed the 9 in HY 1, 1919.
So they did not produce $ until HY2, 1919.

Plus, you did credit yourself with 45 IC in 1919.0 and 47 IC in 1919.5,
so you did count 2 of them, and skip 7.
So that's 1 HY at 7 x average 1.5= $ 10.5

Not nearly as bad as you thought.

Since Each Expansion, I update the Colony Count, looking at the Colonial IC + IC completed,
I have an idea of what the next Colonial IC number should be.
When yours did not match up, I did a little more examination.
So I think it is just this one turn - HY 1919.5 - that is the problem.

Complete and usable 1HY later (idem for the technos)

=> 7BP complete in 1919H1 not 9
=> 7BP available in 1919H2

I may not understand something.

Here is your colonial development in 1919.0.
The provinces you did not invest in are not shown.

The count is 9 completed in 1919.0
These do not produce revenue in 1919.0, these should start producing revenue in 1919.5

Your 1919 colonial IC was summed at 45
Your 1919.5 colonial IC was summed at 47

That is only an increase of 2, not 9. 

The difference between the two is 7.
The $1.5 average * 7 = $10.5 revenue missing from 1919.5.

So, I suppose I could be wrong, I do not see where.

it is surprisingly easy to get things mixed up.

If I was to create a new version of the spreadsheet,
I think I would spend extra time to try to add elements to make
the update turn to turn easier.

The current sheets were an improvement over the 1910 version
and seem to have caught all the 1912 changes well.

BUT...As it is, for Parthia's sheets I've got some extra columns
and quality checks because I've had issues.
