TLDR;

1- A run of GTB-W class 500t GTBs, the successor class to the GTB-Z class.
2- 2 more 250t 1900 tech submarines, probably the last domestic subs before new techs are completed
3- Finishing payment for 4 x 1000t subs from Iberia, accepting delivery at end of 1917
4- More IC completed, more IC still going.  IC at this point are necessary to continue colonial expansion and to get the budget up to where BP can be constructed in future.
5- 3 cruisers of the Weapon Class laid down
6 - Drydocks:  DD-size FLDD moved to Grand Turk.  Cruiser-size DD continued in Martinique.  Cruiser-size DD started in Angola.
