This is probably correct.

One mine-laying cruiser and four torpedo-boats laid down, plus a bit of other small stuff.  The Angstroms continue to suck up most of the build budget but that's what happens when you have four capital ships building at once.

Torpedo-boat carrier Orzel and the last of three armored sloops are completed.

Much investment into IC and canals.  I was going to start on a BP, but figured the additional IC boost would be more immediately useful.  Next year I'll get to it.
