I was looking at this for the Expansion information.

That includes looking at the provinces you are developing.

I found a problem.
You seem to be treating all provinces as if they are Port or Interior,
without consideration for if they are Prime, Average, or Harsh.

Take Walvis Bay.
It is a Port symbol, but a harsh terrain.
It should cost 15, but you have it as 5.

This chart :

Colonial IC Cost	Prime	Average	Harsh
Port	5	10	15
Coastal	10	15	20
Interior	15	20	25

So Walvis Bay, a Port, Harsh, should Cost 15 to develop, not 5.
