After debating back and forth, this is what I chose.

Parthia is trying to show "locals" that they are being invested in, which means at least a 0.25 investment everywhere - not the best use of money, but when strangers show up, announce they are running the place,  and then bring in workers to fill your potholes and build you some bridges, that's got to count for something.

As always, a brand new shiny white lighthouse is put up early in the process.
The Bright Flame to light your path and guide you to safety from the darkened and chaotic waters... Zoroastrian Symbology.
And something the locals can appreciate as practical and useful.

The second pair of Tiamat class dreadnaughts completes.  This brings the Parthians to 10 dreadnaughts (or 'Gilgameshes') and 6 battleships.
Another destroyer leader completes,

Since the first 12 "Sea Eagle" DDs are not even on trials yet, they do not lay down the second 12.  That was the biggest sticking point.

Instead, having evidence from the Sino-Japanese II war that MTBs have at least some value, they bit the bullet on replacing the old steam-powered Torpedo boats and fill the drydocks with MTBs under construction - observing the 10m social distancing of course.  Since there were 240 of the old TBs, and they currently only have 148 of the MTBs, while now they have many distant stations, alot of new construction is needed.

Construction continues on the 4 Maelstrom class cruisers. Like the DDs, they aren't far enough along for the Parthians to want to slap down a bunch more.

Refits part 2 continues.
Part of the fleetwide effort to upgrade firecontrol, and occasionally other elements.
Part 1 was done in HY1 1913, and included the ships just completed and on the ways.
The entire fleet, except a handful of vessels, has been called in for this effort, which also gives a chance to reassess the condition of the older vessels.

Looking back at the Parthian Turn....

1. I realized I was using the Port, not Coastal, for several islands chains. Very few islands have "Ports". So I fixed that.

2. Research continues to be my failure point.

I am somehow researching 1913 aircraft. There is no such tech.
I am also researching 1910 Aircraft carriers...a tech that is granted automatically with 1910 aircraft, which I have.

This seems to be a 1913 thing.

but that's 2 techs I can't possibly be researching.

ARGH.

So I have revised the HY2 1913 sheet.
There is now a RED tab for HY1 1913 to revise that. Same $5.50 on research/$1.50 on guns
And an ORANGE tab for the HY2 1913 research.

That would probably explain it.

I'll note some corrective action in my 1/14 sheet but I'm not going to go back and edit the 1913 sheets.

Yes, the Aircraft Tech Tree was re-arranged to give more time between steps and smooth the progression.

This also explains how I screwed things up,
the Techs listed for Parthia are still the old list.

I'm a little behind on my Nation, sorry all.

While doing the colonial counts vs. developed provinces vs. # deployment points,
I found my HY2 1913 deployment points were 67, less than the 74 they used to be.
So I'll have to come back to that and figure out when that got mistyped and how much back maintenance I owe.

In the meantime, Shore Patrol is going to go visit a lot of bars and brothels.

Edit: I also notice the Inca sent 3/2 instead of 3/3 this turn. I'll get that fixed too.
