The USN ends up with bigger ships because of it's decision in the 1900 design year to go with AXY designs, and  it's better armor (especially end and upper).    The stacked turrets are heavy, too, which inflates things even more.  This one isn't as big, being based on the 1900 USS Salt Lake City design instead of the USS Pittsburgh design.
