Polynesia and Tamara Insula can't have $10 and $7.50 invested.
So you only complete Adelaide and  what seems to be a 2nd IC in one of the 3 average ports in Texas.

I've updated the report to reflect an additional IC starting construction in New Francia with the extra $5 from Tamara Insula and have rolled the extra $2.5 from Polynesia over to 1914H1
